New York pension fund falls short

New york State's biggest public pension fund fell 1.6 percentage points short of its 7.5 percent return target in the fiscal year that ended March 31, as I explain further in this blog post over at NYTorch. 

The sole trustee of the fund, Comptroller Thomas DiNapoli, is a half-full glass guy.  His press release headlines a "Strong Gain."
